Barker Review of Land Use Planning
The terms of reference of the review are “to consider how, in the context of globalisation, and building on the reforms already put into place in England, planning policy and procedures can better deliver economic growth and prosperity alongside other sustainable development goals.” The report aims to assess:
A number of responses to the Call for Evidence consider the review of the planning system to be untimely coming so soon after the PCPA 2004, and too broad in its terms of reference. There is also criticism, levelled by RICS in particular, that the focussing on how the current system can be made to work, not least because the changes brought about by the 2004 Act have had insufficient time to bed-in. The City of London Law Society has also published its response, highlighting uncertainty over both Planning Gain Supplement and the new development plan framework as an obstacle to be overcome either before or as part of the review process. With the departure of John Prescott and the rebranding of the ODPM as the Department for Communities and Local Government under the leadership of Ruth Kelly it seems reasonable to anticipate even more changes to the planning system. Having reported in 2004 on housing supply in the UK, Kate Barker is now to compile a second review on land use planning. A Call for Evidence document, seeking evidence and comments on the current system, was published earlier this year, and an interim report is due out in early summer. The final report is expected towards the end of the year.
